Paola Betancourt, PE
PRESIDENT
Paola Betancourt holds a Bachelor’s degree in Civil Engineering from Texas A&M and brings over 10 years of experience in Utility Coordination across conceptual, design, and construction projects. She has managed large-scale projects for notable clients including Texas Department of Transportation (TxDOT), Harris County Flood Control District (HCFCD), City of El Paso, and El Paso County. Her expertise encompasses serving as a liaison between project owners and utility providers, resolving utility conflicts, drafting agreements, ensuring project timelines, and developing utility design plans and permits.
Paola is dedicated to her clients and values building meaningful, long-lasting relationships. She has also devoted a significant portion of her career to mentoring, developing training materials, and sharing best practices.

Hugo Palma
VICE PRESIDENT
Hugo Palma holds a Bachelor’s degree in Architecture and Environmental Design from the University of Houston and has over 8 years of experience in utility design, mechanical design, and construction management. His utility design work includes creating plans and profiles for permits for the City of Houston (COH), Harris County Flood Control District (HCFCD), Union Pacific Railroad (UPRR), Harris County, Texas Department of Transportation (TxDOT), Harris County Toll Road Authority (HCTRA), and other local jurisdictions. He has developed fiber and power design routes for small cell sites, considering permitting requirements and design constraints, and interpreted fiber schematics to assess capacity for future developments.
Hugo manages design and construction schedules to ensure deadlines are met and projects stay on track. He is proactive and values hands-on involvement, often visiting sites to directly address issues and work collaboratively with clients to find effective solutions.
